RBS chief's taxper-funded bonus angers Britons (AP)

LONDON ? The chief executive of the part-nationalized Royal Bank of Scotland PLC will get a bonus worth about 963,000 pounds ($1.51 million), the bank announced Thursday, drawing the ire of many Britons and reviving questions over whether top finance figures are rewarded for failure.

Bonuses at RBS are particularly sensitive because British taxpayers took an 83 percent stake in the bank following a disastrous acquisition binge which saddled the company with billions' worth of rotten debt. Stephen Hester wasn't in charge when the bank nearly went bust, but he's been lavishly compensated by the taxpayer at a time when the bank is still struggling to reverse its fortunes.

RBS made a net profit of 1.2 billion pounds in the third quarter of last year but its share price has slumped and it has shed thousands of jobs.

The mass-market Daily Mail described the bonus as a million-pound "REWARD FOR FAILURE" on the front page of the paper's Friday edition, made available to journalists late Thursday.

Britain's opposition Labour Party agreed, saying in a statement that "anyone who thinks it is acceptable to award a bonus of almost 1 million pounds on top of a basic salary of 1.2 million pounds in these tough times is desperately out of touch with millions of people who are struggling to make ends meet."

Britain's Unite union said the bonus was "disgusting and offensive."

The massive awards executives give themselves ? even when their companies do badly ? has long been an embarrassment for both political parties, particularly when it happens at banks which had to be bailed out to the tune of several tens of billions of pounds in the wake of the credit crunch.

Last year Hester accepted a roughly 2 million pound bonus after his company reported a 1.1 billion pound loss for 2010, although that figure was an improvement on the catastrophic losses suffered by the bank in previous years.

Hester's bonus may have fallen by just over half, but it is still more than 36 times a Briton's average annual wage.

2nd day of mourning for Paterno to end with burial (AP)

STATE COLLEGE, Pa. ? The second day of a three-day period of public mourning for the late Joe Paterno will culminate with the funeral and burial service for the Hall of Fame football coach who became the face of Penn State University.

Hundreds ? if not thousands ? of alumni, residents and students are expected to attend a four-hour visitation Wednesday morning to begin a slate of events that will end with a funeral service in the afternoon that the family has made private.

The 85-year-old Paterno died Sunday of lung cancer. He had been ousted just days before learning of his diagnosis in November, forced out of his job in the wake of child sex-abuse charges against a former assistant.

This week, mourners are focusing on the full body of accomplishments and philanthropy compiled by Paterno over his 46-year tenure as the Nittany Lions' coach.

"His legacy is still going to be filled with the great things that he did. Look at this place," said Tom Sherman, a 1969 graduate from Johnstown, Pa. Before tearing up, Sherman said he attended Paterno's first game as head coach in 1966.

"It's like he's part of your life. I admire that guy so much."

Thousands more waited in line Tuesday on an overcast winter afternoon for the first day of visitation at the Pasquerilla Spiritual Center, where Paterno family members regularly attended services.

Inside the hall, the coach's body lay in a closed, hardwood casket topped by a spray of white roses. About six feet away sat a stylized black-and-white picture of the man who became lovingly known on campus as "JoePa," smiling and peering out through his trademark thick-rimmed glasses.

Paterno's casket had an "honor guard" of two Penn State players ? one past and one present. Some mourners stopped for a moment of reflection, or to genuflect in the interfaith hall.

Others fought back tears and sniffles. The only other sounds were the occasional clicks of news photographers taking pictures.

Paterno won 409 games and two national championships in a career admired by peers as much for its longevity as its success. Paterno also took as much pride in the program's graduation rates, often at or close to the top of the Big Ten.

"The passion, the love that he gave almost gave you a sense that you wanted to give it back to him," Penn State men's basketball coach Patrick Chambers said after escorting his team to the worship hall Tuesday evening. "We're forever indebted to him and we will continue to work as hard as we can."

On Thursday, the school's basketball arena will be the site of a public service called "A Memorial for Joe." Tickets on Tuesday were quickly snapped up for the event, even though there was a two-per-person limit for those ordering.

Mexico authorities unravel child trafficking ring (AP)

ZAPOPAN, Mexico ? Life seemed to give Karla Zepeda a break when a woman came to her dusty neighborhood of cinderblock homes and dirt roads looking for babies to photograph in an anti-abortion ad campaign.

The woman asked to use the 15-year-old's baby girl in a two-week photo shoot for $755 ($10,000 pesos), a small fortune for a teen mother who earns $180 a month at a sandwich stand and shares a cramped, one-story house with her disabled mother, stepfather, and three brothers.

But 9-month-old Camila wasn't just posing for photographs when she was taken away.

Jalisco state investigators say the child was left for weeks at a time in the care of an Irish couple who had come to Ajijic, a town of cobblestone streets and gated communities 37 miles (60 kilometers) away, thinking they were adopting her.

Prosecutors say the baby was apparently part of an illegal adoption ring that ensnared destitute young Mexican women trying to earn more for their children and childless Irish couples desperate to become parents.

Camila and nine other children have been turned over to state officials who suspect they were being groomed for illegal adoptions. And authorities hint that far more children could be involved: Lead investigator Blanca Barron told reporters the ring may have been operating for 20 years, though she gave no details. Prosecutors also say four of the children show signs of sexual abuse, though they gave no details on how or by whom.

Nine people have been detained, including two suspected leaders of the ring, but no one has yet been charged.

At least 15 Irish citizens have been questioned, the Jalisco state attorney general's office said, but officials have not released their names. Neighbors say most or all have returned to Ireland after spending weeks or months in Ajijic trying to meet requirements for adopting a child. None was detained.

For Karla Zepeda, the story began in August, when she was approached by Guadalupe Bosquez and agreed to lend her daughter for an anti-abortion advertising campaign, she told The Associated Press. Bosquez later returned with another woman, Silvia Soto, and gave her half the money as they picked the child up. She got the rest two weeks later when they brought Camila home.

"They showed me a poster that showed my girl with other babies and said 'No To Abortion, Yes To Life,'" said Karla, a petite girl cleaning her house to loud norteno music. "I thought it was legal because everything seemed very normal."

Before long, the message spread to her neighbors. Seven other women, most between the ages of 15 and 22, agreed to let their babies be part of the ad campaign. Some already had several children. Some are single mothers. One of them doesn't know how to read or write. Five of them told they AP that they did not even have birth certificates for their babies when they came across Bosquez and Soto.

One said she needed money to pay for her child's medical care, another to finish building an extra room on her house.

All deny agreeing to give their children up for adoption.

"We're going through a nightmare," said Fernanda Montes, an 18-year-old housewife who said she took part to pay a $670 hospital bill from the birth of her 3-month-old. "How could we have trusted someone so evil?"

The women say that Bosquez and Soto persuaded three of them to register their children as single mothers so they could participate in the anti-abortion campaign, even though they live with the children's fathers.

Children's rights activists say that also could have made it easier to release the child for adoption: only the mother's signature would be needed.

The mothers were assured that the babies were being taken care of by several nannies and checked by doctors. The babies often returned home wearing new clothes.

Some of the mothers said they began having second thoughts. But when they declined to send their children back, they say, Bosquez and Soto insisted they would have to pay for the strollers, car seats, diaper bags and everything else they had bought for the babies.

Investigators say that Bosquez and Soto were taking the children to a hotel in Guadalajara, where they met with Irish couples who believed they were going to adopt them.

The plan began to unravel on Jan. 9, when local police detained 21-year-old Laura Carranza and accused her of trying to sell her 2-year-old daughter.

Investigators said Carranza denied that allegation, but acknowledged she was "renting" her 8-month-old son. She then led authorities to Bosquez and Soto.

Both are now being held on suspicion they ran the alleged anti-abortion ad campaign as a front for an illegal adoption ring. It was not clear if they have attorneys and they have not yet been brought before a judge to say if they accept or reject the allegations.

Carranza is also being held, as is Karla's mother, Cecilia Velazquez, who hasn't worked since she lost both legs in a traffic accident in 2010. Karla says her mother's only fault was agreeing to the ad campaign.

Seven of the mothers interviewed told the AP that the children had most recently been picked up by Bosquez and Soto between Dec. 27 and Dec. 30 for an alleged photo shoot. They returned the babies on Jan. 9 and 10, saying "there had been problems." The mothers said they didn't notice anything wrong with the babies or any signs of abuse.

Then state police investigators showed up at their homes and drove them and their children to the police department for questioning. The babies were taken from them and put into state protective custody. The women complained that only four of them have been allowed to see their babies since, and only once.

A statement from Jalisco state prosecutors' said authorities seized Carranza's two children from her and the other seven while they were with Irish couples. Prosecutors didn't respond to requests by the AP to clarify the discrepancy.

Residents of Ajijic, a town on the shore of Lake Chapala favored by American and Canadian retirees, say Irish citizens looking to adopt Mexican children began appearing there at least four years ago.

Jalisco state prosecutors' spokesman Lino Gonzalez wouldn't confirm the Irish had left, but said none had been charged with a crime.

Even if they had adopted the children, Ireland might not have accepted them because the adoptions were handled privately, said Frances FitzGerald, Ireland's minister for children.

"Obviously, for any couple caught up in this, it's a nightmare scenario," she said.

"What you can't have in Mexico is people going to local agencies or individuals doing private adoptions because when they come back, there is going to be a difficulty."

Prosecutors say they have been trying without success to reach the attorneys who were handling the adoption paperwork in the neighboring state of Colima.

Custody release statements signed by all of the mothers carry the logo of Lopez y Lopez Asociados, a firm owned by Carlos Lopez Valenzuela and his son, Carlos Lopez Castellanos. Authorities raided their home last week.

The release statements were shown to the AP by a local advocate for missing and stolen children, Juan Manuel Estrada of Fundacion FIND, who said they had been leaked to him by a state official. He said Lopez Valenzuela had separately sent him a lengthy statement by email declaring that he too may have been duped in the case and denying wrongdoing.

Prosecutors wouldn't confirm the authenticity of that statement, but it mirrors the stories of seven mothers who were interviewed by the AP.

According to the statement Lopez said he had handled adoptions in Colima state for 63 Irish couples since 2004. He said he first met Bosquez when she approached him in 2009 about giving her own unborn child up for adoption to an Irish couple, a process, he wrote, that was completed legally.

The statement said that Bosquez also introduced Lopez to a social worker and together they brought him the current case involving Zepeda and the other women from Zapopan, apparently hoping he could match the children to adopting couples.

It says Lopez was told the mothers wanted only to deal with the two women, and he agreed. The young mothers confirmed they never met Lopez.

Lopez didn't respond to emailed interview requests from the AP.

According to the statement, Lopez said he follows the stringent adoption laws set by the Hague Adoption Convention, which Mexico has signed.

Unlike Guatemala or China, Mexico has not been a popular destination for foreigners looking to adopt, perhaps because the process, done by law, is complicated.

"The legal adoption process in Mexico is difficult, but cheating in Mexico is very easy," Estrada said.

ZAGREB, Croatia (AP) ? Croatians voted Sunday in a nationwide referendum on whether to join the European Union ? a test of how much the debt-stricken 27-nation bloc has lost its appeal among potential new members.

Several pre-vote surveys suggest that between 56 and 60 percent of those who take part in the vote will answer "yes" to the question: "Do you support the membership of the Republic of Croatia in the European Union?"

Those who support the EU say their Balkan country's troubled economy ? burdened by recession, a euro48-billion ($61-billion) foreign debt and a 17 percent unemployment rate ? will revive due to access to wider European markets and job opportunities that the membership should bring.

"It's a big moment in our history ... we are joining more successful countries in Europe," Croatia's President Ivo Josipovic said after casting his ballot, adding that he expects a "Yes" vote in the referendum.

Opponents say Croatia has nothing to gain by entering the bloc, which is fighting off the bankruptcy of some of its members. They say that Croatia will only lose its sovereignty and the national identity it fought for in a civil war for independence from Yugoslavia in the 1990s.

Croatia signed an EU accession treaty last year and is on track to become a member in July 2013, if Croat voters say yes and all of the bloc's states later ratify the deal.

The Balkan nation started negotiating its EU entry six years ago, but since then the popularity of the bloc has faded, as Croats realize that EU membership would not automatically lead to prosperity.

In a sign of deep divisions in Croatia over the membership, police clashed Saturday in downtown Zagreb with a group of nationalist protesters who attempted to take down an EU flag.

"We won't have any say in our own affairs any more," Natko Kovacevic, one of the organizers of the protest, told the crowd carrying banners reading "No to EU" and "I love Croatia."

Croatian officials, who have launched a pro-EU campaign ahead of the referendum, warned that a "no" vote would deprive the country of the much-needed accession funds, and that even the payment of pensions for retirees and war veterans could be in jeopardy.

Croatia has received around euro150 million ($193 million) in pre-accession assistance since 2007. It is to receive another euro150 million for 2012 and euro95 million ($122 million) in 2013.

"Clearly all that funding will be stopped if the Croats say no in the referendum," Croatia's Foreign Minister Vesna Pusic said.

Analyzing all the genes of dozens of people suffering from a rare form of hypertension, Yale University researchers have discovered a new mechanism that regulates the blood pressure of all humans.

The findings by an international research team headed by Yale scientists, published online Jan. 22 in the journal Nature, may help explain what goes wrong in the one billion people who suffer from high blood pressure. The study also demonstrates the power of new DNA sequencing methods to find previously unknown disease-causing genes.

The team used a technique called whole exome sequencing ? an analysis of the makeup of all the genes ? to study a rare inherited form of hypertension characterized by excess levels of potassium in the blood. They found mutations in either of two genes that caused the disease in affected members of 41 families suffering from the condition.

The two genes interact with one another in a complex that targets other proteins for degradation, and they orchestrate the balance between salt reabsorption and potassium secretion in the kidney.

"These genes were not previously suspected to play a role in blood pressure regulation, but if they are lost, the kidney can't put the brakes on salt reabsorption, resulting in hypertension," said Richard Lifton, Sterling Professor and chair of the Department of Genetics at Yale and senior author of the paper.

The mutations had previously been difficult to find because there were very few affected members in each family, so traditional methods to map the genes' locations had been ineffective.

"The mutations in one gene were almost all new mutations found in affected patients but not their parents, while mutations in the other gene could be either dominant or recessive. The exome sequencing technology was ideally suited to cutting through these complexities," said Lynn Boyden of Yale, the first author of the paper.

The next step is to establish how these new components are involved in regulating sodium reabsorption in the kidney, in hopes of finding new ways intervene in hypertension, a major global health problem.

"We are finding all the individual parts to a complicated machine, and we need to understand how they are all put together to make the machine work," said Lifton, who is also an investigator of the Howard Hughes Medical Institute.

Earlier today false internet reports surfaced claiming that a lady posed for a smiling photo with a severed head in the Hollywood Hills, and now The Insider is setting the record straight.

The woman in question, Lauren Kornberg of LA Pet Care, reveals to The Insider that the rumors are categorically false and that she never posed for any pictures with the severed head.

Kornberg continued saying that the only way her picture could have been taken at the crime scene is if one of the hikers took a snapshot of her without her knowledge. In any event, Kornberg emphatically denies any claims that she might benefit from the tragedy in any way.

Kornberg discovered the severed head on Tuesday during a trek through a hiking trail, sparking one of the largest searches in the Los Angeles Police Department's history.

According to CBS 2's Suraya Fadel, police are questioning an unamed person in connection with the homicide case.

Rick Perry Drops Out Of Race, Endorses Newt Gingrich

'I know when it's time to make a strategic retreat,' former GOP presidential hopeful says.

Rick Perry announced Thursday (January 19) that he is suspending his campaign for the Republican presidential nomination and throwing his support behind former House Speaker Newt Gingrich.

Perry made the announcement at a news conference in Charleston, South Carolina, saying, "I have come to the conclusion that there is no viable path forward for me in the 2012 campaign. I know when it's time to make a strategic retreat."

The Texas governor's announcement came just hours before the final debate leading up to Saturday's South Carolina primary, in which he had been polling in the low single digits. Perry finished fifth in both the Iowa caucus and the New Hampshire primary.

Upon entering the race, Perry initially surged in the polls, but his support quickly dwindled following several gaffes during the Republican debates.

In explaining his support for Gingrich, Perry stated, "I believe Newt is a conservative visionary who can transform this country," adding that Gingrich has the "heart of a conservative reformer."

With recent polls showing Gingrich closing in on Romney's lead in South Carolina, Perry's timing and endorsement could have an impact on Saturday's primary.

Perry's endorsement of Gingrich also comes on the same day that a recount of the Iowa caucus results erased Romney's razor-thin victory, putting former Pennsylvania Senator Rick Santorum at the top of the vote count.

Google's Q4 results: $2.71 billion profit, $8.13 billion in revenue, Wall Street disappointed

Google just released its fourth-quarter 2011 results, and man, Wall Street is not pleased. The company reported $2.71 billion in profit (up from $2.54 a year earlier), net revenue of $8.13 billion and earnings of $9.50 per share, excluding some one-time charges. That's less than the $10.49 per share and $8.40 billion financial analysts were expecting and, as Reuters notes, it's the first time in nine quarters that Google hasn't beaten revenue estimates. Of course, the company spun its results the best it could, emphasizing that its gross revenue jumped 25 percent to $10.58 billion, making this the first time the company's raw sales exceeded $10 billion in any given quarter. Of course, that figure doesn't reflect the myriad costs associated with boosting web traffic, and investors are more concerned with that $8.13 billion in net revenue. Needless to say, Wall Street is none too impressed -- as of this writing, the company's stock was down almost nine percent in after-hours trading.

That's not to say Google is struggling. The outfit actually logged a sharp increase in clicks on its search ads, but said the fee it receives from those ads was down eight percent from both the previous quarter as well as the fourth quarter of 2010. Plus, by all metrics, Android is still on quite the tear. In a conference call with investors, the company said there are now 250 million Android devices, up 50 million from the last quarter. Some more tidbits: 7000,000 devices are being activated per day and more than 11 billion items have been downloaded from Android Market (it hit the 10-billion mark last month). Finally, Google+ now has 90 million worldwide users, more than double the figure from three months earlier. Need a deeper dive on the numbers? U.S. to try again to hammer out space code (Reuters)

CAPE CANAVERAL, Florida (Reuters) ? The United States will join with Europe and other nations to hammer out a code of conduct for space activities, including how to deal with the growing problem of debris circling Earth, the Obama administration said on Tuesday.

"Unless the international community addresses these challenges, the environment around our planet will become increasingly hazardous to human spaceflight and satellite systems, which would create damaging consequences for all of us," Secretary of State Hillary Clinton said in a statement.

The announcement follows reports last week the United States would not sign a European Union draft of an "International Code of Conduct for Outer Space Activities" because it impinged on the military's use of space.

"It's been clear from the very beginning that we're not going along with the code of conduct," Ellen Tauscher, undersecretary of state for arms control and international security, told reporters at a breakfast meeting on Thursday in Washington, D.C., the industry trade journal Space News reported.

Asked why the U.S. government would not sign the document, Tauscher said, "It's too restrictive," the paper reported.

Clinton said the United States would not enter into an agreement that "in any way constrains our national security-related activities in space or our ability to protect the United States and our allies."

"We are, however, committed to working together to reverse the troubling trends that are damaging our space environment and to preserve the limitless benefits and promise of space for future generations," Clinton added.

Among the most pressing and universal problems in space is orbital debris, an issue that gained considerable attention after China launched a missile to intentionally destroy one of its defunct weather satellites in 2007 as a test.

The breakup added hundreds of pieces of potentially hazardous debris around Earth. Currently there are more than 10,000 pieces of junk orbiting Earth, including spent rocket bodies, discarded satellites and thousands of spacecraft fragments.

Whizzing around the planet at thousands of miles per hour, even small pieces of debris pose a threat to working spacecraft, as well as the International Space Station, a $100 billion research laboratory that flies about 240 miles above Earth.

Jobless claims near 4-year low, inflation muted (Reuters)

WASHINGTON (Reuters) ? The number of Americans filing for new jobless benefits dropped to a near four-year low last week, pointing to some building up of momentum in the labor market and the economy.

But the upbeat economic outlook was dampened by other data on Thursday showing a drop in new residential construction in December after hefty gains the prior month.

Initial claims for state unemployment benefits plunged 50,000 to a seasonally adjusted 352,000, the lowest level since April 2008, the Labor Department said.

That was the largest drop since September 2005 and took claims within spitting distance of the 350,000 mark that economists say would signal strong job growth.

The four-week moving average of claims, considered to be a better measure of labor market trends, dropped 3,500 to 379,000 last week. Analysts had expected initial claims to fall only to 385,000.

"We have to see if there are some seasonality issues involved here, but on the surface this number looks to be very positive and is pretty much consistent with other data we've seen recently that suggest improvement in underlying fundamentals in the U.S.," said Omer Esiner, chief market analyst at Commonwealth Foreign Exchange.

U.S. stock futures added to gains after the data, while Treasury debt prices widened losses.

Last week's claims data covered the survey period for January nonfarm payrolls and claims dropped by 14,000 between the December and January survey periods.

Payrolls increased 200,000 in December, with the unemployment rate dropping to a near three-year low of 8.5 percent.

The claims data builds on a rash of stronger-than-expected economic signals and could further temper expectations among some economists that the Federal Reserve could launch a fresh round of bond buying to spur the recovery.

The Fed meets next week and no policy action is expected, outside from the possibility the central bank may signal it will keep overnight rates pressed to zero for longer than had previously been expected.

But with continued signs of stress in the housing market, the U.S. central bank will stay very much in the picture.

Housing starts fell 4.1 percent to a seasonally adjusted annual rate of 657,000 units in December, the Commerce Department said in a separate report. Economists had expected housing starts to fall to a 680,000-unit rate.

Permits for future home construction slipped 0.1 percent to an annual rate of 679,000 units last month.

"Housing continues to bounce along at the bottom, suggesting that housing is not going to recover for several years to come. If we are relying on housing to drive this recovery it seems we will continue on this tepid path for a very long time," said Lindsey Piegza, an economist at FTN Financial in New York.

INFLATION STILL MUTED

In another report, the Labor Department said its Consumer Price Index was unchanged in December for a second straight month.

Core CPI - excluding food and energy - inched up 0.1 percent after rising up 0.2 percent in November. That was in line with economists' expectations.

Last month, overall inflation was held back by gasoline prices, which fell 2.0 percent - declining for a third straight month. Food prices rose a modest 0.2 percent after nudging up 0.1 percent in November.

Overall consumer prices rose 3.0 percent year-on-year after increasing 3.4 percent in November. That was in line with economists' expectations.

Core consumer prices were last month dampened by new motor vehicle costs, which fell 0.2 percent - the third straight month of declines. Prices for used cars and trucks dropped 0.9 percent, falling a fourth month in a row.

Apparel prices slipped 0.1 percent, indicating discounting by retailers to attract holiday shoppers. Apparel prices rose 0.6 percent in November.

But housing costs held up, with owners' equivalent rent rising 0.2 percent last month, reflecting the rising demand for rental apartments as the weak housing market pushes Americans away from home ownership. This category rose 0.1 percent in November.

In the 12 months to December, core CPI increased 2.2 percent after rising by the same margin in November. This measure has rebounded from a record low of 0.6 percent in October.

The Fed would like to see core inflation at 2 percent or a little under, although the price measure its follows most closely tends to run below the core CPI.

(AP) ? Russian space experts will look into the possibility that a U.S. radar station may have inadvertently interfered with the failed Mars moon probe that later plummeted to Earth, Russian media reported Tuesday.

The state news agency RIA Novosti quoted Yury Koptev, former head of the Russian space agency Roscosmos, as saying investigators will conduct tests to check if a U.S. radar emissions could have impacted the Phobos-Ground space probe, which became stuck in Earth's obit for two months before crashing down.

"The results of the experiment will allow us to prove or dismiss the possibility of the radar's impact," said Koptev, who is heading the government commission charged with investigating causes of the probe's failure.

The current Roscosmos head, Vladimir Popovkin, previously said the craft's malfunction could have been caused by foreign interference. Deputy Prime Minister Dmitry Rogozin acknowledged U.S. radar interference as a possible cause but said it was too early to make any conclusions.

"This version has the right to exist," Rogozin said Tuesday. "There is evidence indicating that frequent disruptions in the operation of our space technologies occur in that part of the flight path that is not visible to Roscosmos and is beyond its control."

Rogozin also suggested causes related to the spacecraft itself.

"Practially all disruptions are due to flaws in the technologies manufactured 12 to 13 years ago," he said.

Other space experts agreed that claims of U.S. radar interference were far-fetched and should be considered only after investigating all other possible causes.

Alexander Zakharov, a specialist at the Space Research Institute, which developed the Phobos-Ground, called the suggestion "contrived" and doubted the United States has a radar powerful enough to interfere with a spacecraft at an altitude of around 200 kilometers (124 miles).

"You can come up with a lot of exotic reasons," Zakharov told RIA Novosti. "But first you need to look at the apparatus itself, and there is a problem there."

The Phobos-Ground fell to Earth on Sunday in the vicinity of Chile and Brazil, but no confirmed impact sites have been reported.

The $170 million craft was one of the heaviest and most toxic pieces of space junk ever to crash to Earth, but space officials and experts said the risks posed by its crash were minimal because the toxic rocket fuel on board and most of the craft's structure would burn up in the atmosphere high above the ground anyway.

The Phobos-Ground probe was designed to travel to one of Mars' twin moons, Phobos, land on it, collect soil samples and fly them back to Earth in 2014 in one of the most daunting interplanetary missions ever. It got stranded in Earth's orbit after its Nov. 9 launch, and efforts by Russian and European Space Agency experts to bring it back to life failed.

The probe weighed 13.5 metric tons (14.9 tons), and that included a load of 11 metric tons (12 tons) of highly toxic rocket fuel intended for the long journey to the Martian moon of Phobos and left unused as the probe got stranded in orbit around Earth.

Roscosmos had said that all of the fuel would burn up on re-entry.

Phobos-Ground was Russia's most expensive and the most ambitious space mission since Soviet times. Its mission to the crater-dented, potato-shaped Martian moon was to give scientists precious materials that could shed more light on the genesis of the solar system.

Russia's space chief has acknowledged the Phobos-Ground mission was ill-prepared, but said that Roscosmos had to give it the go-ahead so as not to miss the limited Earth-to-Mars launch window.

Arizona health-insurance companies targeted

The federal government has stepped up scrutiny of health-insurance companies in Arizona, with regulators calling one company's most recent rate increase "unreasonable" and vowing thorough reviews of 32 other health-insurance plans that are pursuing double-digit rate increases.

The U.S. Department of Health and Human Services said last week that Trustmark Life Insurance Co.'s plan to raise health-insurance rates on Arizona consumers by 13 percent is unreasonable and called on the company to rescind, refund or justify the rate increase.

The federal agency has started similar reviews and posted detailed rate information on 32 other health-insurance plans that will raise rates from 14 to 44 percent this year for thousands of Arizona consumers.

It's the first time such detailed rate information has been made available for Arizona consumers.

On Sept. 1, the HHS took over review of health-insurance rate increases of 10 percent or more from the Arizona Department of Insurance when the federal agency said Arizona was among the states that did not have regulations in place for effective rate review.

The federal government does not have the authority to reject or modify health-insurance rate increases in Arizona because state law does not allow such oversight.

But consumers may see some rate relief under the new federal health-care law. The Affordable Care Act requires that 80 to 85 percent of revenue collected by insurance companies be spent on medical care instead of administrative costs and profit. Insurers that don't meet that ratio must issue rebates to customers beginning later this year.

Still, some observers question whether the federal law ultimately will result in long-term rate relief for Arizona consumers.

"Initially, it should keep costs down for consumers because of this heightened scrutiny," said David Weissman, a Rose Law Group attorney who specializes in employment law and advises employers on the nation's new health law. "That will translate to lower premiums for group plans."

But Weissman said the real test will be whether insurance companies continue to market plans as the nation's health-care law matures. He said insurance companies will expect to meet profit goals, but they may discontinue plans that are not profitable, creating less competition in the health-insurance marketplace.

The health-care law's big changes will come in 2014, when nearly all Americans will be expected to purchase health insurance, some with the help of federal subsidies.

Arizona received a $29.8 million federal grant to plan a health-insurance exchange in which consumers and businesses can purchase health insurance. Private insurance companies are expected to list their plans on this new exchange and solicit customers.

Insurers object to feds

The federal oversight of Arizona's health-insurance industry has generated backlash among insurers.

Insurance companies have urged the Arizona Department of Insurance to beef up its rate review so that companies don't have to submit paperwork to the federal government when they seek to increase rates.

"The (health insurance) industry would like us to review what it would take to become an effective rate-review state," said Erin Klug, spokeswoman for the Arizona Department of Insurance.

Klug said insurers want to avoid sending duplicate paperwork to the federal government and the Arizona agency.

Under Arizona law, health insurers that sell policies to individuals still must submit paperwork to the Department of Insurance detailing proposed rate changes. Insurers that sell small-group policies only need to provide a certificate each year that indicates their filings comply with Arizona law.

Klug said her agency is using proceeds from a $1 million federal grant to investigate how the state can improve its rate-review process to pass muster with the new federal requirements. The Department of Insurance expects to submit proposed changes to the Governor's Regulatory Review Council.

Insurers such as Blue Cross Blue Shield of Arizona support the state's efforts to take control of rate review.

"Local oversight from the Arizona Department of Insurance is an important protection and takes into consideration the local market forces that Beltway regulators are not in a position to assess," said Regena Frieden, a spokeswoman for Blue Cross Blue Shield of Arizona.

The federal government so far has completed a rate review of just one company that sought a double-digit rate increase in Arizona.

Trustmark Life Insurance Co. submitted a plan to raise rates by 13 percent on a small-group policy that covers 6,302 Arizonans. When combined with another rate increase within the past 12 months, the rate increase for consumers and small businesses would be 18.1 percent.

Federal regulators said the rate increase was unreasonable because it would allow the insurer to collect too much for administrative costs while not spending enough on medical care.

HHS Secretary Kathleen Sebelius cited Trustmark as an example of the type of rate increase that consumers would not be aware of without the nation's new federal law.

"Before the Affordable Care Act, consumers were in the dark about their health-insurance premiums because there was no nationwide transparency or accountability," Sebelius said. "It's time for Trustmark to immediately rescind the rates, issue refunds to Arizona residents or publicly explain their refusal to do so."

Trustmark representatives disputed the "assumptions and conclusions" from the federal agency.

The Lake Forest, Ill.-based insurer said its rates are driven by rising costs and increased use of medical care. The company added that because it is a smaller insurer, the amount of money it spends on medical care can swing widely from year to year.

The company said it will maintain compliance with the nation's new health-care law and promptly refund customers if regulators find the company has not met the "medical-loss ratio" requirements.

The medical-loss ratio describes the percentage of health-insurance premiums that insurers spend on medical care. Health insurers must spend at least 80 percent of revenue on medical care for individual insurance and small-group plans. Larger plans for big employers must spend 85 percent of revenue on medical care.

Cigna plan: Up 44 percent

A review of the rate-increase database for Arizona shows that Cigna HealthCare of Arizona Inc. has filed paperwork for the largest rate increase in 2012 as measured by percentage increase.

Cigna plans a 44 percent rate increase for an Arizona plan marketed to small-business owners. Cigna is seeking a smaller increase of 21 percent for a plan marketed to individuals.

Cigna spokeswoman Mariann Caprino said she did not have details on the plan for small-business owners, but she said the plan geared toward individuals has been a money-loser for the insurer the past three years.

"Even with this rate increase, we are not going to be able to cover the cost of providing this group medical care and other services," Caprino said.

Front-runner Romney fends off SC debate attacks (AP)

MYRTLE BEACH, S.C. ? Under heavy debate pressure from his rivals, Republican presidential front-runner Mitt Romney defended his record as a venture capitalist, insisted he bears no responsibility for attack ads aired by his allies and grudgingly said in campaign debate Monday night he might release his income tax returns this spring.

"I have nothing in them that suggests there's any problem and I'm happy to do so," he said. "I sort of feel like we're showing a lot of exposure at this point," he added.

Romney came under criticism from Newt Gingrich, Rick Perry and Rick Santorum across two hours in the first of a pair of debates in the run-up to this weekend's first-in-the-South primary in South Carolina. The former Massachusetts governor won the first two events of the campaign, the Iowa caucuses and last week's New Hampshire primary, leads in the pre-primary polls in South Carolina and won an endorsement from campaign dropout Jon Huntsman earlier in the day.

Gingrich has virtually conceded that a victory for Romney in South Carolina would assure his nomination as Democratic President Barack Obama's Republican rival in the fall, and none of the other remaining contenders has challenged that conclusion.

That only elevated the stakes for Monday night's debate, feisty from the outset as former House Speaker Gingrich, Texas Gov. Perry and former Pennsylvania Sen. Rick Santorum sought to knock Romney off stride while generally being careful to wrap their criticism in anti-Obama rhetoric.

"We need to satisfy the country that whoever we nominate has a record that can stand up to Barack Obama in a very effective way," said Gingrich.

The five men on stage also sought to outdo one another in calling for lower taxes.

Texas Rep. Ron Paul won that competition handily, saying he thought the top personal tax rate should be zero.

In South Carolina, a state with a heavy military presence, the tone turned muscular at times.

Gingrich drew strong applause when he said: "Andrew Jackson had a pretty clear idea about America's enemies. Kill them."

Perry also won favor from the crowd when he said the Obama administration had overreacted in criticizing Marines who were videotaped urinating on the corpses of Taliban fighters in Afghanistan.

The former House speaker and Perry led the assault against Romney's record at Bain Capital, a private equity firm that bought companies and sought to remake them into more competitive enterprises, with uneven results.

"There was a pattern in some companies ... of leaving them with enormous debt and then within a year or two or three having them go broke," Gingrich said. "I think that's something he ought to answer."

Perry referred to a steel mill in Georgetown, S.C. where, he said, "Bain swept in, they picked that company over and a lot of people lost jobs there."

Romney said that the steel industry was battered by unfair competition from China. As for other firms, he said, "Four of the companies that we invested in ... ended up today having some 120,000 jobs.

"Some of the businesses we invested in were not successful and lost jobs," he acknowledged.

It was Perry who challenged Romney, a multimillionaire, to release his income tax returns. The Texas governor said he has already done so, adding he believes Gingrich will do likewise later in the week.

"Mitt, we need for you to release your income tax so the people of this country can see how you made your money. ... We cannot fire our nominee in September. We need to know now."

Later, a debate moderator pressed Romney on releasing his tax returns.

His answer was anything but crisp.

"But you know if that's been the tradition I'm not opposed to doing that. Time will tell. But I anticipate that most likely I'm going to get asked to do that in the April time period and I'll keep that open," he said.

Prodded again, he said, "I think I've heard enough from folks saying look, you know, let's see your tax records. I have nothing in them that suggests there's any problem and I'm happy to do so. I sort of feel like we're showing a lot of exposure at this point, and if I become our nominee and what's happened in history is people have released them in about April of the coming year and that's probably what I'd do."

Santorum stayed away from the clash over taxes, instead starting a dispute of his own. He said a campaign group supporting Romney has been attacking him for supporting voter rights for convicted felons, and asked Romney what his position was on the issue.

Romney initially ducked a direct answer, preferring to ask Santorum if the ad was accurate.

He then said he doesn't believe convicted violent felons should have the right to vote, even after serving their terms. Santorum instantly said that as governor of Massachusetts, Romney hadn't made any attempt to change a law that permitted convicted felons to vote while still on parole, a law that the former Pennsylvania senator said was more liberal than the one he has been assailed for supporting.

Romney replied that as Republican governor, he was confronted with a legislature that was heavily Democratic and held a different position.

He also reminded Santorum that candidates have no control over the campaign groups that have played a pivotal role in the race to date.

"It is inaccurate," Santorum said of the ad assailing him, seeking the last word. "I would go out and say, `Stop it. That you're representing me and you're representing my campaign. Stop it.'"

That issue returned more than an hour later, when Gingrich said he, too, faces false attacks from the same group that is criticizing Santorum. He noted that Romney says he lacks sway over the group, "which makes you wonder how much influence he would have if he were president."

Romney said he hoped no group would run inaccurate ads, and he said the organization backing Gingrich was airing a commercial that is so false that "it's probably the biggest hoax since bigfoot."

He called for scuttling the current system of campaign finance laws to permit individuals to donate as much money as they want to the candidates of their choice.

Noting that the debate was occurring on Martin Luther King Jr. Day, one moderator asked Gingrich if his previous statements about poor children lacking a work ethic were "insulting to all Americans, but particularly to black Americans?

"No," he said emphatically, adding his aim was to break dependence on government programs.

"I'm going to continue to find ways to help poor people learn how to get a job, learn to get a better job and learn someday to own the job," he said.

Romney is the leader in the public opinion polls in South Carolina, although his rivals hope the state's 9.9 percent unemployment rate and the presence of large numbers of socially conservative evangelical voters will allow one of them to slip by him.

Huntsman was the second campaign dropout to endorse Romney, after former Minnesota Gov. Tom Pawlenty. Minnesota Rep. Michele Bachmann, who quit after a last-place finish in Iowa, has not yet said which of the remaining contenders she supports. Herman Cain, who left the race in December after facing allegations of sexual impropriety, has promised an endorsement soon.

Huntsman's parting announcement included a reference to the differences he and Romney had. But he left the podium without responding to questions about his remark last week, in the run-up to the New Hampshire primary, that Romney was unelectable and out of touch.

It was unclear why Romney did not attend the announcement. He was in town for a later campaign appearance and then the debate.

Students swimming for breast cancer awareness | WLFI - West ...

WEST LAFAYETTE, Ind. (WLFI) - Some Purdue students are diving in for a cause. The Purdue swim team, along with students from various sororities and fraternities took part in the? Breaststroke 4 Hope swim-a-thon Saturday.

30 teams hit the lanes to swim for one consecutive hour in exchange for pledges from the community for each lap completed. The teams collected donations from different businesses and organizations before the event. Those donations will be put toward breast cancer awareness.

The event took place Saturday at the Boilermaker Aquatics Center.

Purdue student Taryn Gerson founded Breaststroke 4 Hope. She said swimming and breast cancer awareness are two things she's always been passionate about.

"Events are either walk-a-thons or run-a-thons and so I thought something unique would be a swim-a-thon," Gerson said. "Nobody really pulls from the swimming community. So I thought it was a unique way to raise awareness for a great cause."

Gerson hopes to host the event at Purdue again next year. She said she even wants to expand Breaststroke 4 Hope to other schools, like Indiana University and the University of Michigan.

Heather Locklear taken to Calif. hospital (AP)

THOUSAND OAKS, Calif. ? Authorities say Heather Locklear was taken to a Southern California hospital for precautionary reasons after an emergency call was made from her home.

Paramedics and sheriff's deputies responded Thursday afternoon to Locklear's home in Westlake Village, which is 35 miles northwest of Los Angeles.

Ventura County sheriff's Capt. Mike Aranda says he did not know Locklear's condition but deputies are not investigating.

Locklear has been hospitalized several times over the years. In 2009, she pleaded no contest to reckless driving after being arrested on suspicion of driving under the influence of prescription medication.

The 50-year-old actress's publicists did not return messages seeking comment.

Locklear and "Melrose Place" co-star Jack Wagner recently ended their engagement. She was previously married to Bon Jovi guitarist Richie Sambora, and they have a daughter together.

Lebanese held as terror warning issued in Bangkok (AP)

BANGKOK ? Thai police were questioning a Lebanese man with alleged links to Hezbollah militants as the U.S. Embassy and Israel warned Friday of a "real and credible" terrorist threat against Americans and Israelis in Bangkok. Police said a bombing had been planned and another suspect was at large.

The warning comes during heightened tension over U.S. and Israeli responses to the prospect that Iran is going forward with developing nuclear weapons. Lebanon-based Hezbollah, which has been accused of carrying out terrorist attacks in the Middle East since the 1980s, is avowedly anti-Israel and widely considered to act as a proxy for Iran.

Deputy Prime Minister Chalerm Yubamrung said Thai authorities received a tip-off before New Year's of a planned attack, which was said to target Israelis.

"At first we were told the Palestinians were behind it but it turned out to be the Hezbollah," he told The Associated Press. In other interviews, he said Israel had provided the warning.

Chalerm said police detained a Lebanese suspect with alleged links to Hezbollah on Thursday.

Thai authorities had been "following two Lebanese men and called in one of them ... for questioning," Chalerm said. "Technically the two men have not committed any crimes under the Thai law, so we could only use the immigration law to keep this one suspect in custody," he said.

At a late-night news conference, police later released a sketch of the second man, said to still be at large.

Metropolitan Police spokesman Piya Utayo said the description came from the man being questioned, who was being held at "a safe location." The man, whose name was not given, was alleged to have told police the pair arrived before New Year's and planning a bombing.

Piya said the missing suspect was still in Thailand, and urged people to be on the watch for him, especially in the Bangkok tourist neighborhoods of Khao San Road and Sukhumvit Road's Soi 22. He said special police units were sent to those areas to search for the man, who was described as the senior of the two.

Chalerm spoke hours after the U.S. Embassy in Bangkok sent an "emergency message" to American citizens.

The message said that "foreign terrorists may be currently looking to conduct attacks against tourist areas in Bangkok in the near future." It urged Americans to "keep a low profile" in public and to exercise caution in areas where Western tourists gather.

The statement gave no other details.

Ambassador Kristie Kenney told the AP the threat was "real and very credible." She didn't give any other information.

It was the first U.S. warning of a foreign terror attack in Bangkok in recent memory.

In Israel, the prime minister's counterterrorism office also warned of "a clear and present possibility that a terror attack is planned against Israeli travelers in Bangkok."

It recommended that Israelis refrain from visiting Bangkok, not congregate at sites known to be associated with Israelis in Bangkok and not accept objects from strangers. Thailand is a popular destination for young Israeli backpackers.

Chalerm said the danger has passed.

"I want to confirm and I am confident that we have the situation under control. And I can guarantee ... no terrorist attacks will be allowed to take place. If they have disagreement, (they should) go fight somewhere else."

Thai Defense Minister Yuthasak Sasiprapa also gave an account of the alleged plot, saying preliminary intelligence suggested that an attack would be carried out Jan. 13-15. He said there would be "an escalation of security measures" if the suspects were not found by Friday evening, but he did not explain further what that entailed.

Yuthasak said Thai authorities had not released news of the alleged plot because it would hurt the tourist industry and cause panic. He said intelligence reports said the planned attacks might be related to the U.S. activities concerning Iran.

Iran sees possible U.S. complicity in a series of assassinations of its nuclear experts ? the latest Wednesday, when scientist Mostafa Ahmadi Roshan was killed by a bomb attached to his car by a passing bicyclist.

Hezbollah, a Shiite Muslim militant group, is the most potent military force in Lebanon, far stronger than even the national army. It is backed mainly by Iran and Syria.

Thailand has rarely been a target for foreign terrorists, although a domestic Muslim insurgency in the country's south has involved bombings of civilian targets.

In 1994, an attempt to bomb the Israeli Embassy in Bangkok was abandoned when the driver of a massive truck bomb fled after a minor traffic accident. Several Iranians were arrested then but eventually released.
