Illinois State football coach Brock Spack will preview the upcoming season with WJBC?s Paul Morello on Sportstalk on Monday.

The Redbirds open the season Sept. 1 vs. Dayton. The Missouri Valley Football Conference preseason poll will be released on Thursday.

Paul will also talk to Spencer Wilken of Danvers who recently won the Amateur Disc Golf World Championships in Charlotte, N.C.

Cubs host Pirates

The Chicago Cubs start a home series with the Pittsburgh Pirates. Justin Germano makes his first start for the Cubs since he was acquired by the Boston Red Sox on July 19. The Pirates will counter with Erik Bedard.

The game will be on WJEZ 98.9 FM at 6:30 p.m.

The center of society is well known that the family, but occasionally we see that society is completely insane, could this be due to internal disorganization within the family?

I think if after much thinking one day about the behavior of my friends I realized that our society is immense chaos and that the main reason for this is that families are not what they were before, when I was only 7 years I remember my family formation was entirely Christian (Protestant) and the other of my friends, but over time I began to work and study and they were criminals, then where had been the ruling, all children were going to the same church.

Now as an adult I understand a bit more about it and realized that the reason was the way we had brought our family, my family was proud to go to church, for theirs was a routine, with time left my generation to go to church each on his right, but some of us went to school, others left the army, and others went to crime.

I remember when we were in the small church pastor asked what he wanted to be when we grew up, some said police, other attorneys, other mechanics, others simply did not answer, but I remember this very clearly because I wanted to be firefighter and the whole church is made to laugh because in my country a firefighter does not earn enough money to bring home sustenance.

If we all wanted to be someone important, where was the fault?

For if even you do not believe was in the way our parents failed to our aspirations, I remember my father took me to crawl to school throughout my childhood and when you reach the teens and was studying for pleasure, when I was in the last cycle I wonder one day I wanted to study, to which I replied without hesitation computer.

Now looking at it from another angle my family was always aware of my life, things he did, but they corrected me when I congratulated when he missed was right in my behavior in everything, in the case of my friends who decided that crime remember their parents let them leave school at the age of 14, then it seems to me that right there is where the chaos began in the fact that a young man without any knowledge of what life is beginning to have one in the that knows no bounds, even ignoring a large proportion of what is right or wrong, and I?m grown and I have a baby on the way, I hope to follow the example of parents and not take away my eyes off my kids until you know you are men and women of good for society. Seattle, federal officials agree to police reforms

SEATTLE (AP) ? Seattle officials agreed to an independent monitor and court oversight of the city's police department as part of an agreement announced Friday with the Justice Department following a damning report that found officers routinely used excessive force.

City and federal negotiators were involved in tense talks over the scope of a deal for months, and Justice Department lawyers had threatened to sue the city if a deal was not reached by July 31.

"It's no secret there were a few bumps in the road to get here," Mayor Mike McGinn said. "We do have a lot of work in front of us."

The Justice Department launched its civil rights investigation early last year after the fatal shooting of a homeless, Native American woodcarver and other incidents involving force used against minority suspects. In December, a DOJ report found officers were too quick to reach for weapons, such as flashlights and batons, even when arresting people for minor offenses.

The agreement was announced at City Hall by McGinn, Jennifer Durkan, U.S. attorney for Seattle, and Thomas Perez, the Justice Department's chief civil rights enforcer.

The deal also calls for a special commission, appointed by the mayor, to concentrate on use of force issues.

Talks between Seattle officials and the Justice Department had been hung up after city officials initially balked at some federal proposals for reform.

The settlement, which must be approved by a federal judge, requires the Seattle Police Department to revise use of force policies and enhance training, reporting, investigation and supervision for situations involving use force. Police also would have to change policies and training concerning "bias-free" policing and stops, and create a Community Police Commission, which would be a civilian oversight body.

Court oversight would continue for five years, but the city could ask to end the scrutiny earlier if it has complied with the agreements for two years.

"This city is committed to eliminating bias," McGinn said.

Perez said the agreement could serve as a way to help reduce crime and increase public confidence in the city's police officers.

"We must continue to be well aware of the very raw feelings that many Seattle residents continue to have toward the Seattle Police Department," Perez said.

Surveillance cameras and police-cruiser videos had captured officers beating civilians, including stomping on a prone Latino man who was mistakenly thought to be a robbery suspect, and an officer kicking a non-resisting black youth in a convenience store.

The earlier Justice Department report found that force was used unconstitutionally one out of every five times an officer resorted to it. The department failed to adequately review the use of force and lacked policies and training related to the use of force, it said.

The American Civil Liberties Union and other community groups called for scrutiny of the department after a Seattle officer shot and killed the woodcarver, John T. Williams, in 2010.

Video from Officer Ian Birk's patrol car showed Williams crossing the street holding a piece of wood and a small knife, and Birk exiting the vehicle to pursue him. Off-camera, Birk quickly shouted three times for Williams to drop the knife then fired five shots. The knife was found folded at the scene, but Birk later maintained Williams had threatened him. Birk resigned from the force and was not charged. A review board found the shooting unjustified.

Seattle Councilman Tim Burgess, a former city police officer, said the agreement was a good one.

The fact that a federal judge and federal monitor will be involved was key, Burgess said. "That will provide the muscle behind the reforms that will be necessary," he said.

Doug Honig, spokesman for the ACLU of Washington, was also pleased.

"The city and the DOJ appear to have taken our concerns about excessive force, racially biased policing and flaws in the oversight system seriously," Honig said. "The implementation is what's going to matter."

Since the beginning of 2010, the Justice Department's civil rights division has previously reached settlements to reform police practices in New Orleans and in Warren, Ohio.

It has sued the Maricopa County, Ariz., sheriff's office and the East Haven, Conn., police department for a pattern and practice of discrimination against Latinos and Hispanics. It is also investigating the Newark, N.J., police department for a pattern and practice of excessive force and unconstitutional stops, searches, arrests and seizures, and discriminatory policing; the Miami, Fla., police department and the Portland, Ore., Police Bureau over patterns of excessive deadly force; and Missoula, Mont., police over handling of sexual assault cases.

Roman holiday: UK boy, 11, flies without passport

LONDON (AP) ? The 11-year-old boy didn't have a passport, didn't have a ticket, didn't have a boarding pass, and got all the way from England to Italy on his own.

For him, the 1,000-mile (1,700-kilometer) journey was a great adventure ? and his excitement led to his discovery.

"He was chatting away about being off by himself," and passengers alerted the cabin crew, Russell Craig, a spokesman for Manchester Airport, said Wednesday.

The boy, who is known to be fascinated by transport and has a history of catching free rides on trains and buses, was sent back to Manchester on the return flight, Craig said.

For the airport, airline Jet2.com and the British government, Tuesday's incident was an embarrassing breach of security days before the start of the Olympics.

Ben Vogel, editor of HIS Jane's Airport Review, said he wasn't familiar with all the details of the Manchester incident but said it's a fundamental security principle that people aren't allowed aboard an aircraft if they have no right to be there ? whether or not they passed through a security scanner.

"It's not good, is it?" he said. "It is a security breach, if a non-threatening security breach."

An undisclosed number of security staff employed by the airport and airline employees have been suspended while authorities investigate.

"This is an unusual and serious breach and we are keen to find out what has gone on," said the government's transport secretary, Justine Greening.

Airport manager Craig, however, said "it's not technically a breach of security" because the boy did go through the normal security scan.

"The boy was no threat to the aircraft," he said. But he admitted the boy passed through five security checks before boarding the plane.

The first check came when he entered the secure area where an airport security officer is supposed to verify that the traveler has a boarding card or a staff pass.

"The boy arrived at security at a time when it was extra busy, there were a lot of families traveling," Craig said. While it's common for one member of a family to present all the boarding cards, he said, the officer failed to count to ensure that the number of cards matched the number of people going through.

The airline was responsible for four further checks on boarding, Craig said: for a passport, for boarding pass, another check at the aircraft door for a boarding pass stub with a seat assignment, and a final passenger count after everyone had boarded.

Manchester Airport is the third busiest in the United Kingdom after London Heathrow and London Gatwick. The security staff is hired and managed by airport officials.

The Manchester Evening News quoted Sarah Swayne, a passenger on the return flight, as saying the boy didn't seem to be fazed by the fuss he had caused.

"He just sat there chatting away about how he'd been trying to run away from home," Swayne was quoted as saying. "He seemed quite innocent, really, and I don't think it had sunk in how serious the situation was."

The newspaper said the boy had run away from his mother while they were shopping and then made his way to the airport two miles (3 kilometers) away.

Airport officials described the boy as big for his age and on CCTV footage he appeared confident and betrayed no nervousness as he moved through the terminal.

Jet2.com issued a statement saying it had launched "a full investigation into what is a serious incident."

Jet2.com, owned by Dart Group PLC, is a European budget airline which operates 188 routes to 53 destinations. The airline traces its origins to a company founded in 1971 to fly flowers from Guernsey to the U.K. mainland.

Prices for corn and soybeans fell Thursday, giving up most of Wednesday's gains.

Corn for December delivery fell 1.5 percent, or 11.75 cents, to $7.7625 per bushel. The day before, the price had risen 1 percent.

November soybeans fell 3 percent, or 48 cents, to $15.675 per bushel. On Wednesday they were up 3 percent.

September wheat fell as well, losing 19.25 cents, or just more than 2 percent, to $8.84 per bushel. It was up nearly 3 percent on Wednesday.

Although rain has come to some areas parched by drought, it may not be enough to prevent smaller harvests of corn and soybeans. The Agriculture Department predicted that higher prices for grains will be reflected in the prices that customers pay at the grocery store, perhaps by early next year.

Changes in metals prices were less dramatic on Thursday. Gold, copper, palladium and platinum rose slightly. Silver fell slightly.

August gold rose $7 to $1,615.10 per ounce. September silver fell 2 cents to $27.446 per ounce. September copper rose 1.9 cents to $3.3935 per pound. September palladium rose $4.65 to $569.90 per ounce. October platinum rose $6.20 to $1,405.60 per ounce.

Energy contracts were also up. Like some metals, energy prices can indicate what investors believe about future activity in manufacturing and construction. It's likely that investors were encouraged after the head of the European Central Bank vowed to save the euro, the currency used by 17 countries in a region weighed down by national debts.

U.S. benchmark oil rose 42 cents to finish at $89.39 per barrel in New York after earlier topping $90 per barrel. Brent crude, which is used to price international varieties of crude, rose 88 cents to end at $105.26 per barrel in London after earlier hitting $106.18 per barrel. Heating oil rose 2.45 cents to end at $2.8685 per gallon and gasoline futures rose 2.09 cents to finish at $2.8138 per gallon. Obama pledges to tackle gun violence after Colorado killing

NEW ORLEANS (Reuters) - President Barack Obama pledged on Wednesday to work with leaders of all political stripes to "arrive at a consensus" on how to reduce gun violence across the United States after the Colorado shootings highlighted the issue in an election year.

Closing out a multiday trip that began in Aurora, Colorado, where he met with families and victims of the movie theater massacre there, Obama told a mostly African-American audience that such tragedies are replayed on a smaller scale in cities throughout the country on a daily basis.

"Every day and a half the number of young people we lose to violence is about the same as the number of people we lost in that movie theater," Obama said in remarks to the National Urban League, a group that works to promote civil rights and economic improvement for African-Americans.

"I'm going to continue to work with members of both parties and with religious groups and with civic organizations to arrive at a consensus around violence reduction."

Discussing or even touching on the issue of gun control during an election year is risky, and Obama has been careful to avoid making proposals that could offend gun owners and rally his Republican opponents.

The president made a point of emphasizing his support for the U.S. Constitution's Second Amendment, which covers the right to bear arms.

"We recognize the traditions of gun ownership that passed on from generation to generation, that hunting and shooting are part of a cherished national heritage," Obama said.

"But I also believe that a lot of gun owners would agree that AK-47s belong in the hands of soldiers, not in the hands of criminals. That they belong on the battlefield of war, not on the streets of our cities."

Obama did not make any new proposals on gun control in his remarks, though he said background checks for people seeking to buy firearms were more thorough since he took office.

Republican Mitt Romney, Obama's opponent in the November 6 election, said earlier this week that additional laws would not have stopped the massacre in Colorado. The former governor of Massachusetts has backed gun control measures in the past.

POLITICAL APPETITE

Twelve people were killed and 58 wounded after a shooter opened fire at a screening of the latest Batman movie in the Denver suburb of Aurora last week.

That was not the first major massacre to happen while Obama was in office, nor was it the first event to prompt a discussion about the issue of guns in America. The assassination attempt on then-congresswoman Gabrielle Giffords in January 2011, in which six people were killed and 14 wounded, also sparked a debate over how to reduce violence.

Obama noted that the political appetite to tackle the issue was low and that initiatives to address it were often stymied.

"Too often those efforts are defeated by politics and by lobbying and eventually by the pull of our collective attention elsewhere," he said.

"Other steps to reduce violence have been met with opposition in Congress. This has been true for some time, particularly when it touches on the issue of guns."

The president has little political incentive to take on the issue of guns more directly. He is trying to shore up support among white, working-class men in political battleground states such as Virginia, where a robust message on gun control would not be likely to help him politically.

His message was well received by the mostly African-American audience in New Orleans, however, and Obama's visit was meant to court that group ahead of the election, too.

The National Urban League released a report recently that said although blacks voted overwhelmingly for Obama in 2008, if the number of African-American voters drops even 5 percentage points this year, it could tip the outcome in some vital states.

Coinciding with his speech, the White House said Obama will sign an executive order on Thursday aimed at helping prepare African-Americans better for high school graduation and college.

The executive order will create a presidential advisory committee and a federal inter-agency working group to help the initiative succeed, the White House said.

Nationals split series with Braves

WASHINGTON (AP) - The Nationals felt pretty good about themselves after earning a split of their four-game series with the Atlanta Braves.

Ryan Zimmerman homered twice and drove in three runs, and Danny Espinosa and Roger Bernadina each had three hits and two RBIs as the Nationals beat the Braves 9-2 Sunday in the finale of the series between the top two teams in the NL East.

After Washington blew a 9-0 lead Friday night in an 11-10 loss, the teams split a rainy Saturday doubleheader. The Nationals lead the division by 3 1/2 games - as they did when the series began. Atlanta had won 10 of its previous 13.

"They've been playing the best in the division. To win the first two and to get a split out of here, I think if I was them I'd feel deflated," Washington manager Davey Johnson said. "Sometimes a split is like picking up ground."

Johnson blamed himself for losing Friday's game and pointed out the teams play six more times and he expected a tight race between the two teams.

"The rest of the division is going the other way," he said.

The Nationals' manager's day wasn't all pleasant. He announced that All-Star shortstop Ian Desmond would be placed on the 15-day disabled list with a tear in his oblique. Desmond has been trying to play through the injury, but an MRI on Sunday revealed the tear.

Johnson said that Desmond was hurting at the end of Saturday's doubleheader.

"There was no point (Saturday) where I felt I made it worse." Desmond said. "I was just ready for it to stop."

Zimmerman's two-run homer and Espinosa's double keyed a four-run first off Atlanta starter Jair Jurrjens (3-4).

Zimmerman's solo shot and Espinosa's RBI double finished Jurrjens in the fourth. In his last two starts, Jurrjens has allowed 14 runs and 17 hits in six innings.

Michael Morse had three hits and scored three runs for the Nationals, who had 18 hits.

Ross Detwiler (5-3) allowed two runs and seven hits in seven innings to win his first game since May 3.

Zimmerman added a sixth-inning single. After receiving a cortisone shot on his right shoulder on June 24, Zimmerman is batting .392 with 11 home runs and 28 RBIs.

"A split's fine," Zimmerman said. "Four-game series - to split is good. With as much baseball as we've played this weekend with the weather, all the things we had to deal with - the first two games the way they went for us to come back and win the next two games shows what kind of team this is."

Braves third baseman Chipper Jones, who was 5 for 13 in the four games, felt an opportunity was lost. During its hot streak, Atlanta had cutting the deficit from six games to 3 1/2.

"Our chance to win the series was (Saturday)," he said. "We didn't get it done. Today was not good from pitch one. But we came in here and held our own for the most part. Thought we played well for the most part. We're right back where we started. Now it's time to hopefully make up ground while we're playing in separate cities."

Rookie catcher Sandy Leon, playing in his fifth game, had a fifth-inning double that drove in two runs - his first two RBIs of the season.

Washington led 8-0 after five, but the Braves scored two runs in the sixth on a passed ball by Leon, and an infield out by Freddie Freeman.

"It's a little demoralizing when you're in a dogfight for the division and you're constantly fighting from behind," Jones said.

Shootings thrust Batman studio into tough spot

Before the shootings at a midnight showing of "The Dark Knight Rises" in Aurora, Colo.,?the future looked bright?for Warner Bros.' $250 million summer blockbuster.

Midnight showings of "Dark Knight Rises"?had been sold out at many theaters for weeks, and scalpers were trying to sell tickets on eBay for more than $100. Reviews were overwhelmingly positive, with an 86% positive critical rating and a 94% fresh rating from audiences on Rotten Tomatoes.

Despite the shootings at a Colorado theater, "The Dark Knight Rises" could still set box-office records this weekend.

The film started big, pulling in $30.6 million at U.S. and Canadian box offices in midnight screenings -- the second-highest midnight opening in history,?Reuters reported.

But soon the good news turned to horror. After the shootings, the New York Police Department announced that it would provide increased coverage at New York theaters showing the film. Warner Brothers quickly canceled?the film's planned red-carpet premiere in Paris and later?canceled appearances by the cast and filmmakers in Mexico and Japan, the Associated Press reported.

However, Warner Brothers told NBC News that it would not cancel any additional screenings of "The Dark Knight Rises" or pull it from any movie theaters. The L.A. Times reported that some broadcast and cable channels were pulling television ads for the movie.

Warner Brothers confirmed to NBC News that it had pulled the trailer for its upcoming film, "Gangster Squad," from "Dark Knight Rises" showings. In that trailer, four men shoot at a theater audience from behind a movie screen while a film plays.

Crisis-management experts who spoke to NBC News agree that Warner Brothers' early actions have been solid.?The studio issued a statement saying it was "deeply saddened to learn about this shocking incident" and extended sympathies to families and victims.

"There is no playbook" for studios affected by such a tragedy, crisis communications expert Eric Dezenhall told NBC News. Dezenhall is the CEO of Dezenhall Resources and the author of "Damage Control: Why Everything You Know About Crisis Management is Wrong."

He warned that the studio would need to be careful about "anything that looks like there are festivities," noting that canceling the Paris premiere was probably a smart decision. "But that doesn't necessarily mean that every movie theater in the country has to stop playing it," Dezenhall said.

And early reports would seem to indicate that moviegoers are continuing to buy tickets for the long-awaited film. The Hollywood Reporter estimates the film will gross between $80 and $90 million on Friday and end the weekend around $180 million, behind only "The Avengers" as far as weekend box office records. Tickets to "The Avengers" cost more than "Dark Knight Rises" tickets due to a 3-D surcharge.

"At the end of the day, this is going to be the finality of a very successful franchise for Warner Brothers," Amir Malin told NBC News. Malin was the CEO of Artisan Entertainment and is an adjunct professor at NYU's Stern School of Business, teaching a course in film finance, marketing and distribution. "Yes, it will be tainted by the disaster of early this morning. Unfortunately, there tends to be short-term and mid-term awareness and long-term memory loss, and I think the tragedy of this morning will probably go down as a footnote to the overall success of the film."

While individual theater chains are grappling with whether or not to implement increased security measures, experts?note that the shooting could have happened at a sports stadium, concert hall, or any other?location where the public gathers.

"This could have been at any event in any venue, and it could have been in any locale," Malin says. "(The shooter) decided the venue was going to be the opening of 'Batman,' (but) this could have been anything."

Yet others point out that due to the effect Hollywood films have on the youth of the nation, the film industry would do well to examine the influence of its movie content.

"We're not doing 'Casablanca' any longer, we're doing very different kinds of films and very different kinds of music," said Robert Dilenschneider, founder of The Dilenschneider Group, a strategic communications company. "There has to be in a sense some inward looking on the part of the people who produce the film, but also on the part of people who produce other films."

Dilenschneider?told NBC News he'd like to see the Hollywood studios use their big-name celebrities to speak out against the circumstances that led to the shooting.

"This is a major effort that has to be joined by George Clooney and Denzel Washington and all the other top people in terms of how they feel about this and what they're going to do about it,"?he said. "This is the time for those men and women to speak out, to say we're going to draw the line, this isn't going to happen any more."

Meredith Whitney's Muni Massacre And The Recent California Municipal Bankruptcies

In the wake of the trifecta of California municipal bankruptcies, we couldn't help but remember Meredith Whitney's December 19th, 2010 prediction that "between fifty and a hundred counties, cities, and towns in the United States would have "significant" municipal bond defaults starting in 2011, totaling "hundreds of billions" of dollars in losses." Whitney had received much fame for her accurate and bearish prediction on Citigroup (C) back in 2007 when she was with Oppenheimer and Company and she had made this prediction when she appeared on CBS's 60 Minutes.

Since the largest annual amount of municipal bond defaults was $8.2B in defaults for 2008 at the peak of the crisis, many individuals and professionals felt that she was exceedingly bearish on the municipal sector and needlessly trying to top her call on Citigroup. We decided to use the performance of the iShares S&P National AMT-Free Bond Fund (MUB) as a proxy for municipal bond performance since Whitney's prediction because it is the largest municipal exchange traded fund. Since Whitney's prediction of doom for municipal bonds, the MUB has generated a total return of 16.5%, which exceeded the SPDR High Yield (JNK) and the iShares BarCap U.S. Aggregate Bond ETF (AGG). We expected it to underperform the iShares TIPS (TIP) but surprised to see it underperform the iShares California Municipal ETF though.

Stockton, CA was the first of the three California municipalities that filed for bankruptcy in the last 30 days. Its bankruptcy gave it the dubious distinction of being the most populated American city to ever file a Chapter 9 bankruptcy. We are not surprised that Stockton would be in financial distress, since it was rated as the most miserable city in the US by Forbes. Despite the fact that Stockton's fiscal year ends on June 30th, it has not released a CAFR report for the 2011 fiscal year. Stockton saw its budget go from a surplus of $93M in FY 2007 to a deficit of $50M in FY 2010 and we expect that the city's deficit has widened for the 2011 and the 2012 fiscal years. The rapid shift from surplus to deficit in this three year period was due to a $50M revenue decline and reductions in state aid, as well a 31% increase on public safety spending. We noted that the city has $1.1B in net assets as of FY 2010. Unfortunately, the city has $842M in bonded debt as of FY 2010 versus $408.5M in liquid assets and we expect that to be more unfavorable as of FY 2012. Stockton also has a crime rate that is more than double the national average. The rapid shift in its demographics may have contributed to this. That probably explains why Stockton spends more than half of its revenue on public safety and administration, versus 44% for fellow bankruptcy city San Bernardino and 36% for Boston, MA, which is our hometown.

Mammoth Lakes was the next of the three California municipalities to file for bankruptcy in the last 30 days. We were surprised to see this city filing for bankruptcy since we had remembered it as a quaint tourist town with beautiful scenery. Mammoth Lakes is a small tourist town up in the Sierra Nevada mountain range. The area provides visitors and residents ample opportunities for skiing, hiking and other outdoor life activities. Transient Occupancy Taxes account for more than have of its revenue inflows. The town had incurred a budget deficit in five out of the last seven years. Despite this, we believe that this deficit spending was manageable; given that the town has averaged over $120M in net assets during this time period and that its 2011 cash balance of $12M exceeded its liabilities (excluding lawsuit judgment) of $6.6M.

Unfortunately for Mammoth Lakes, the town lost a $30M judgment on a breach of contract lawsuit with a developer ($43M with interest and penalties). The lawsuit related to the 1997 deal between the town and developer Terrence Ballas to expand and modernize the airport and build a hotel, gas station, restaurant, condominiums and a recreational vehicle park. After the deal was stalled by an environmental lawsuit, the town backed out in 2004 when the Federal Aviation Administration, which was financing airport improvements, said the development plan was incompatible, said Charles Long, who was the interim town manager at the time. If only Mammoth Lakes had the foresight and forward thinking to include force majeure or other similar provisions in the contract in order to enable the town to walk away from the deal because of events like the environmental lawsuit and the FAA rejection.

San Bernardino was the third California municipality to file for bankruptcy in the last 30 days and was the second largest city to file bankruptcy, right after Stockton. Despite the fact that San Bernardino's fiscal year ends on June 30th, it has not released a CAFR report for the 2011 fiscal year. Considering that the city went from a $31.6M budget surplus in FY 2007 to a $23.1M budget deficit in FY 2010, we expect that the city's deficit has widened for the 2011 and the 2012 fiscal years. The rapid shift from surplus to deficit in this three year period was due to a $15M revenue decline and a $39.7M increase in spending. If the city had merely held the line on spending rather than increasing it by 14.6% during this period, it would still enjoy a surplus. We noted that the city has $638M in net assets as of FY 2010. Even if the city experienced the nearly $100M in deficits we predicted, it would still have ~$540M in net assets. Unfortunately, the city has $370M in bonded debt as of FY 2010 versus $174.5M in liquid assets and we expect that to be more unfavorable as of FY 2012. We have been surprised to see that like Stockton, San Bernardino has seen such a rapid shift in its population base from middle class whites to low-income Mexicans in the last forty plus years. Unlike Stockton and the San Joaquin Valley, San Bernardino and the Inland Empire were more residential and suburban. Like Stockton, San Bernardino also has an above average crime rate.

In conclusion, we believe that it is too early to say whether Meredith Whitney's municipal massacre prediction was accurate or not. If things keep on the same trend that has occurred since her prediction, we believe that her prediction will end up being a tempest in a teapot. In our opinion, we believe that Meredith Whitney's prediction could have benefited from additional detailed information and in our upcoming follow-up on Meredith Whitney and Municipal bankruptcies, we will elaborate further on why we believe so. We have noted that Whitney herself had provided additional remarks on the municipal bond situation in a Vanity Fair article with Michael Lewis; however we believe that our follow up report will provide investors a more informative analysis on the muni markets. Maybe she and her firm provided additional research, analysis and evaluation on her municipal bond market prediction exclusively for her firm's clients? We know that if we were on a widely watched and recognized television program like 60 Minutes, we would probably provide greater detail on our prediction than what you would get on a television program segment and we'd probably at least provide an executive summary of our analysis so that everyone can see what we are talking about.
