Four-star general in eye of U.S. cyber storm

WASHINGTON (Reuters) - Depending on your point of view, U.S. General Keith Alexander is either an Army four-star trying to stave off a cyber Pearl Harbor attack, or an overreaching spy chief who wants to eavesdrop on the private emails of every American.

Alexander, 61, has headed the National Security Agency since 2005, making him the longest-serving chief in the history of an intelligence unit so secretive that it was dubbed "No Such Agency." Alexander also runs U.S. Cyber Command, which he helped to create in 2010 to oversee the country's offensive and defensive operations in cyberspace.

The dual role means Alexander has more knowledge about cyber threats than any other U.S. official, since the NSA already protects the most sensitive U.S. data, extracts intelligence from foreign networks and uses wiretaps to track suspected terrorists. But it also puts the general at the center of an intense debate over how much power the government should have to spy on private citizens in the name of protecting national security.

"He's lasted as long as he has because he's focused and he's persistent. I've never heard him yell," said retired four-star general Michael Hayden, who was Alexander's predecessor at the NSA. "He doesn't spread himself too thin. He decides what's important and puts his personal energy into those things."

Raised near Syracuse, New York, Alexander graduated from West Point, the Army's elite training academy, in 1974. He had planned to serve in the military for just five years but got hooked on the work when he served in Germany as an intelligence officer, monitoring what he once described as "sensitive issues on the border of East Germany and Czechoslovakia."

After Germany, Alexander held a series of increasingly senior intelligence jobs and spent the first Gulf War as a senior Army intelligence officer in Saudi Arabia. Over the years, he also earned four master's degrees, in electronic warfare, physics, business and national security studies.

In 2005, after two years as the Army's top intelligence officer, Alexander replaced Hayden at the helm of the NSA, where he continued to run a warrantless surveillance program initiated after the September 11, 2001, hijacking attacks.

The program, which bypassed a federal court that authorizes domestic wiretapping, was first revealed late in 2005, sparking lawsuits, congressional hearings, leak investigations and a furor that still dogs the agency - and Alexander.

Against this backdrop, his push to expand the NSA's role in domestic cybersecurity has drawn criticism from privacy advocates, and sometimes put Alexander at odds with the White House and the Department of Homeland Security, according to current and former officials.

Alexander had wanted the NSA to control a government security program to aid non-military companies against cyber threats, but others at DHS insisted on civilian control of the project, and they ultimately prevailed, the officials said.

Jane Holl Lute, who stepped down this month as the No. 2 at DHS, said she has had intense conversations with Alexander about the roles of their two agencies in improving cyber security. She declined to detail any differences of opinion, but said they were all judgment calls and she respected the general.

"He pushed up his hill, and I pushed up mine, and what we came to was essentially two sides of the same hill," Lute said.

"We didn't always call balls and strikes the same way. That does not mean he wasn't trying to get it right," she said. "I would challenge anyone who would question his integrity."

HEADING FOR RETIREMENT

Alexander, who told Reuters he plans to retire in the first half of 2014, has presided over one of the busiest times in the NSA's 61-year history, from tracking the cellphone calls that helped pinpoint Osama bin Laden to drawing national attention to cybersecurity. He played a key role in shaping a series of recent cyber policy orders from the Obama administration.

More controversial has been the NSA's construction of a $1.2 billion data center in Utah, which has fanned concerns about the agency's expansive eavesdropping capabilities.

NSA whistleblower William Binney, a former senior crypto-mathematician, last year accused the agency of building the Utah facility to collect data on virtually every American, including private emails, cellphone calls and Google searches.

Alexander told the Reuters Cybersecurity Summit that such claims about the Utah project are completely false. He rattled off a long list of agencies that oversee the NSA's work, including the Justice Department, White House and Congress. "Either all of them are complicit in us doing this or the allegations are absolute baloney. It's the latter," he said.

He told Reuters the center was built in Utah instead of Maryland, where the NSA is based, to take advantage of cheaper electricity. "I'm not a brain surgeon," he said. "But you can try to put power where it's expensive, Maryland, or you can put it (where there is) really cheap power."

According to Alexander, the NSA has its hands full keeping tabs on potential terrorists, and does not have the bandwidth to read the 420 billion emails generated by Americans each day - even though some foreign governments were trying to do that.

"The great irony is we're the only ones not spying on the American people," he quipped.

Alexander has tried to make the NSA appear more transparent, crisscrossing the country to talk about cyber issues. He likes to pepper his speeches with jokes, once blaming his late arrival at a Washington event on a "distributed denial of service" hacking attack on city street lights.

A gadget lover, Alexander is known to roll up his sleeves to become versant with the latest security technologies. On one flight, he and his aide-de-camp learned "BackTrack," a Linux-based product that helps people test their network security. Aides say the general often scores over 1 million points on the "Bejeweled Blitz" online puzzle game.

Alexander's biggest strength is his ability to reach out to a wide range of audiences, said Shawn Henry, former FBI executive assistant director. He cites a speech Alexander gave at the Defcon hackers conference last year, an appearance that would have been unheard of a few years ago.

"Here's a guy who is seen as a symbol of oppressive government ... and he stands up in front of a thousand people, many of whom probably have hacked networks over the years," said Henry, recalling that Alexander had ditched his decorated uniform for jeans and a black T-shirt. "He is just trying to connect, talking about coordination, collaboration."

DUAL HATS

Alexander has asked the Pentagon to give Cyber Command the same elevated status as other major military commands, but it is not yet clear if that request will be granted.

Ira Winkler, president of the Information Systems Security Association, said Alexander's leadership of both NSA and Cyber Command is an advantage but also a complication.

"He's stuck in a bad position. He basically has to defend U.S. cyberspace which requires securing commercial websites and infrastructure, but no one wants him to have access to those networks, since he's also in charge of NSA," Winkler said.

Alexander said he feels strongly that whoever succeeds him should continue to wear the two hats, but not everyone agrees.

"How much can you consolidate before it gets so huge that one person can't manage it," said Harry Raduege, a retired Air Force general and former director of the Defense Information Systems Agency, which oversees military IT systems. "It's an awful lot for somebody at the top of those organizations to deal with."

Still, Raduege, now with the consulting firm Deloitte, said he expects the Pentagon to elevate Cyber Command to a full unified command before the general's retirement next year.

"There's no one in a better position to know the depth, magnitude and broad-based nature of today's increasing and evolving cyber threats," said Raduege. "When Keith Alexander talks about cyber attacks, we should all listen."

Stocks barely budge; market ends week with loss

NEW YORK (AP) ? Major stock indexes closed out their first weekly loss in a month in quiet trading Friday.

The Standard & Poor's 500 index dropped 0.91 of a point to close at 1,649.60. The Dow Jones industrial average rose 8.60 points to 15,303, a gain of 0.1 percent. Procter & Gamble supported the Dow with an increase of 4 percent.

Both indexes had their first weekly losses since the week ending April 19. A disappointing manufacturing report out of China and a sharp fall in Japan's stock market rattled investors' nerves this week. But anxiety over the Federal Reserve's bond-buying program was the main culprit. Some investors interpreted comments from Fed officials to mean that the bank may start pulling its support for the economy sooner than they expected.

The S&P 500, widely used by mutual funds as a proxy for the stock market, lost 1.1 percent for the week. It's still up 15.7 percent for the year.

Marty Leclerc, the managing partner of Barrack Yard Advisors, an investment firm in Bryn Mawr, Pa., said the weekly drop wasn't cause for concern. Even market rallies have to take the occasional break, he said.

"It's up like a rocket blast this year," Leclerc said of the stock market. "For there to be a little bit of a pullback is perfectly understandable."

The market headed lower at the start of trading on Friday, then spent the rest of the day slowly recovering ground. By the closing bell, market indexes were roughly back to where they started.

Procter & Gamble announced late Thursday that it's bringing back its former CEO, A.G. Lafley, to run the company. The world's largest consumer-products maker, whose brands include Tide and Crest, is trying to increase sales in the face of tough competition. P&G rose $3.18 to $81.88.

Sears plunged 14 percent after the department-store chain reported a steep quarterly loss and slumping sales after the market closed Thursday. Sears lost $7.92 to $50.25.

The Nasdaq composite slipped 0.27 of a point to 3,459.14.

Eight of the 10 industry groups in the S&P 500 fell. Only financial stocks and consumer staples makers rose.

The stock market slipped Friday despite an encouraging report on U.S. manufacturing. The government said orders for long-lasting goods rebounded in April, helped by demand for aircraft and stronger business spending. The report suggests economic growth may hold steady this spring.

Until this week, signs of slow but steady economic growth and record profits for big companies had propelled stock-market indexes to all-time highs.

All but 11 companies in the S&P 500 have posted their first-quarter earnings, and the results have turned out much better than expected. Nearly seven of 10 have reported higher earnings than analysts had estimated. Overall profits in the first quarter are on track to climb 5 percent over the year before.

In the market for U.S. government bonds, the yield on the 10-year Treasury note dipped to 2.01 percent from 2.02 percent late Thursday.

The price of crude oil slipped 10 cents to settle at $94.15 a barrel, ending with a drop of $1.87 for the week. Gold lost $5.20 to $1,386.60 an ounce.

Trading was light ahead of the long weekend. U.S. financial markets will be closed Monday for Memorial Day.

Among other stocks in the news Friday:

? Intuitive Surgical gained 5 percent after a jury decided in favor of the maker of robotic medical equipment in the first of many lawsuits filed against the company. The plaintiffs argued that Intuitive was negligent in training doctors to use its equipment. Intuitive's stock rose $23.07 to $501.53.

? Titan Machinery plunged 9 percent. The company, which deals in agricultural and construction equipment, said late Thursday that weaker revenue will lead it to a wider quarterly loss than it had expected. Titan's stock lost $2.10 to $20.40.

No matter how many 4K TVs hit shelves, without native content their appeal will likely remain limited. Samsung and LG are working to change that, at least in their home country, by announcing a memorandum of understanding with five Korean cable operators (Hyundai HCN, CJ HelloVision, C&M, CMB and T-Broad) to boost 4K TV broadcasts. We could see both live and on-demand 4K programming by the end of this year or early next year, made available via apps on smart TVs and streamed through South Korea's abundant high speed internet connections. Still not enough resolution for you? Just last week, Japan's NHK showed off the first 8K Super Hi-Vision narrative film at the Cannes Film Festival. We'll let you know when all of these developments add up to Ultra HDTV content viewable in your neck of the woods, but for now early adopters will have to make do with mostly upscaled content like Sony's Mastered in 4K 1080p Blu-ray discs.

Kansas, Oklahoma Hit By Tornadoes, No Injuries Reported

SHAWNEE, Okla. ? One of several tornadoes that touched down Sunday in Oklahoma turned homes in a trailer park near Oklahoma City into splinters and rubble and sent frightened residents along a 100-mile corridor scurrying for shelter.

The tornadoes that touched down in Oklahoma, Kansas and Iowa were part of a massive, northeastward-moving storm system that stretched from Texas to Minnesota.

At least four separate tornadoes touched down in central Oklahoma late Sunday afternoon, including one near the town of Shawnee, 35 miles southeast of Oklahoma City, that laid waste to much of a mobile home park.

Across the state, 21 people were injured, not including those who suffered bumps and bruises and chose not to visit a hospital, said Keli Cain, a spokeswoman for the Oklahoma Department of Emergency Management.

Following the twisters, local emergency officials went from home site to home site in an effort to account for everyone. Cain said that, many times in such situations, people who are not found immediately are discovered later to have left the area ahead of the storm.

Forecasters had been warning of a general storm outbreak since Wednesday, and for Sunday's storms some residents had more than a half-hour's notice that a twister was on the way. Tornado watches and warnings were in effect through late Sunday in much of the nation's midsection.

The trailer park west of Shawnee was among the hardest-hit areas, and among the hardest to reach, as tractor-trailers that forced the closure of a section of Interstate 40 north of the site and power lines draped across roads to the south.

James Hoke lives with his wife and two children in Steelman Estates Mobile Home Park. He said the family went into their storm cellar as the storm approached. When they came out, their mobile home had vanished.

"It took a dead hit," Hoke said.

A storm spotter told the National Weather Service that the tornado left the earth "scoured" at the mobile home park.

"It seemed like it went on forever. It was a big rumbling for a long time," said Shawn Savory, standing outside his damaged remodeling business in Shawnee. "It was close enough that you could feel like you could reach out and touch it."

Tornadoes were also reported at Edmond, Arcadia and near Wellston to the north and northeast of Oklahoma City. The supercell that generated the twisters weakened as it approached Tulsa, 90 miles to the northeast.

"I knew it was coming," said Randy Grau, who huddled with his wife and two young sons in their Edmond home's safe room when the tornado hit. He said he peered out his window as the weather worsened and believed he saw a flock of birds heading down the street.

"Then I realized it was swirling debris. That's when we shut the door of the safe room," said Grau, adding that they remained in the room for 10 minutes.

In Wichita, Kan., a tornado touched down near Mid-Content Airport on the city's southwest side shortly before 4 p.m., knocking out power to thousands of homes and businesses but bypassing the most populated areas of Kansas' biggest city. The Wichita tornado was an EF1 on the enhanced Fujita scale, with winds of 110 mph, according to the National Weather Service.

Sedgwick County Emergency Management Director Randy Duncan said there were no reports of fatalities or injuries in Kansas.

There were also two reports of tornadoes touching down in Iowa on Sunday night, including one near Huxley, about 20 miles north of Des Moines, and one in Grundy County, which is northeast of Des Moines, according to the Des Moines Register. There were no immediate reports of major damage or injuries.

In Oklahoma, aerial television news footage showed homes with significant damage northeast of Oklahoma City. Some outbuildings appeared to have been leveled, and some homes' roofs or walls had been knocked down.

"When I first drove into the neighborhood, I didn't see any major damage until I pulled into the front of my house," said Csaba Mathe, of Edmond, who found a part of his neighbor's fence in his swimming pool. "My reaction was: I hope insurance pays for the cleaning."

"I typically have two trash cans, and now I have five in my driveway."

The Storm Prediction Center had been warning about severe weather in the region since Wednesday, and on Friday, it zeroed in on Sunday as the day the storm system would likely pass through.

"They've been calling for this all day," Edmond resident Anita Wright said after riding out the twister in an underground shelter. She and her husband, Ed, emerged from their hiding place to find uprooted trees, downed limbs and damaged gutters in their home.

In Katie Leathers' backyard, the family's trampoline was tossed through a section of fence and a giant tree uprooted.

Component supply issues behind it, HTC ramps up production for flagship device

Despite suffering some early setbacks due to camera component shortages, HTC is looking to ramp up production of its flagship HTC One handset. HTC North Asia president Jack Tong told Taiwan Focus that production will double in May and rise further in June to meet "strong demand." Speaking at a news conference, Tong added “We are optimistic about our high-end sales during April and June.”

Tong also highlighted the HTC Butterfly (the global version of the Droid DNA sold in Asia) as a strong performer, noting that sales had increased by as much as 50 percent since a price cut made it free on-contract in Japan. The Butterfly, Tong says, should also be getting a software update with Sense 5.0 and new features like BlinkFeed before the end of the month.

A shortage of specialized camera components resulted in shortages of HTC One stock around the phone's European launch, which had the knock-on effect of pushing back the U.S. release slightly. After a pretty dismal few months of financial results, HTC will be hoping that this increased demand for its phones will result in a stronger set of numbers in Q2.

Man describes surviving Texas twister

CLEBURNE, Texas - Living in ?Tornado Alley,? 77-year-old Bill Jones has heard the blare of civil defense warning sirens more times than he can count. But on Wednesday night it was the mighty oak trees in his yard that finally persuaded him to take cover.

?They were swirling every which way,? Jones said of the 40-year-old trees. ?We knew it was pretty serious the way the wind was blowing.?

Jones, his wife, Nadine, and their daughter and son-in-law hurried into an interior hallway, slamming a door shut in the nick of time.

?We saw the chimney come crashing down through the ceiling,? Jones said.

For a harrowing 20 minutes, they hunkered down in the 3-by-5-foot space where family photos on the wall kept watch over them.

?My wife was praying pretty loud,? Jones said. ?We were all scared.?

Outside the hallway, their home of 41 years was being butchered by what many residents and storm spotters described as a milewide twister.

?When I first saw it, my heart almost stopped,? storm chaser Mike Casey told Yahoo News.

At least 10 tornadoes touched down across North Texas on Wednesday evening. In Cleburne, where scores of homes were damaged but no lives lost, forecasters said early reports had the tornado packing winds of 136 to 165 mph.

Casey and a fellow storm chaser were behind a thunderstorm that had already spawned a deadly twister in nearby Granbury when a flash of lightning revealed the dark beast in front of them.

?We were freaking out a little bit,? he said.

So were Jones? grandsons, who live two miles away and feared the twister was headed for Jones' home.

?We tried calling him and couldn?t get him on the phone,? said Ty Jones, 19. ?We could see the actual funnel. It was huge.?

Bill Jones, a retired loan officer, didn?t need to see it to know what was happening.

?The boards were rattling,? he said. ?You could hear everything crackling and falling apart.?

He and his family emerged from the hallway unscathed, but they found the roof gone and nearly every window in the red-brick home blown away. The trees that had warned him of the tragedy to come were toppled like toothpicks.

Jones is insured, but he doubts the house in which he and Nadine raised two children can be saved.

?We?ve done a lot of living here,? he said, at times fighting back tears. ?It?s the worst thing that?s ever happened to me.?

Many of their possessions and family heirlooms now litter the house. Wading through his den, Jones picks up a soggy book cover and then puts it back down.

?I don?t even know where to start,? he said.

But his family did. With the help of friends, his grandsons spent Thursday morning hauling away the chimney bricks which came close to claiming their grandfather?s life.

Russia says alleged spying case was 2nd this year

MOSCOW (AP) ? A Russian security services operative ? his features bathed in shadows ? went on state television Wednesday to claim that the U.S. diplomat who was ordered out of the country was the second American expelled this year over spying allegations.

The anonymous operative said the CIA had failed to halt this "disturbing activity" despite Moscow asking it to do so.

The TV report came one day after Russia ordered Ryan Fogle, a third secretary at the U.S. Embassy, to leave the country after the Federal Security Service claimed to have caught him red-handed trying to recruit a Russian agent in Moscow. The agency, known by the initials FSB, alleged that Fogle worked for the CIA.

State TV channels showed a man identified as an FSB agent saying that another American was told to leave in January in "another case of recruitment." The anonymous speaker, whose identity as an FSB operative could not be confirmed by The Associated Press, did not give the name of the expelled American.

Various Russian TV networks gave different names for the American, and the FSB refused to clarify the name to The Associated Press. State Department spokesman Patrick Ventrell declined to comment.

The purported FSB agent said that in the January case his agency had decided not to publicize the expulsion, unlike the Fogle case, which has been top news in the Russian media for two days. He said the FSB asked its U.S. counterparts after the January case to halt this "disturbing activity."

The attention given to the Fogle case contrasts with recent moves by Washington and Moscow to develop closer cooperation on counterterrorism in the wake of the Boston Marathon bombing on April 15.

The bombing suspects ? Dzhokhar Tsarnaev and his elder brother, Tamerlan, who was killed in a manhunt ? have roots in the Russian republic of Chechnya. Tamerlan spent six months last year in Dagestan, now the center of an Islamic insurgency; U.S. investigators have been working with the Russians to try to determine whether he had established any contacts with militants in Dagestan.

Russian officials have played the contrast with both annoyance and magnanimity.

"To put it mildly, it is surprising that this extremely crude, clumsy attempt at recruitment took place in a situation where both President Obama and President Putin have clearly stated the importance of more active cooperation and contacts between the speial services of the two countries," Putin's foreign affairs aide Yuri Ushakov was quoted as saying Wednesday by Russian news agencies.

But Ushakov said counterterrorism cooperation would be among the issues addressed by Security Council head Nikolai Patrushev on a visit to Washington next week, in which he is to present a letter with Putin's response to an Obama message conveyed last month. The letter also is to address missile-defense, a long-standing point of tension between Russia and the United States.

Ushakov said it was unclear if the letter borne by Patrushev would take up the Fogle case.

U.S. Ambassador Michael McFaul was summoned Wednesday to the Russian Foreign Ministry, which said it handed him a formal protest over the incident. McFaul spent about a half-hour at the ministry and left without speaking to journalists.

Ventrell, speaking in Washington, declined to provide any further information on Fogle, beyond confirming that he was named persona non grata by the Russians. He said McFaul met with Russian Deputy Foreign Minister Valentin Ryabkov, but wouldn't say what they spoke about.

McFaul has had a difficult time in Moscow since he took up his post in January 2012. He provoked the ire of Russian officials when one of his first acts was to invite a group of opposition activists and rights advocates to the U.S. Embassy.

Fogle, 29, appeared to be the first American diplomat in Moscow publicly accused of spying in about a decade. State TV showed him being detained briefly, displaying items it said he was carrying, including two wigs, technical gear, a large sum of money and a letter offering millions of dollars for cooperation.

Little is known publicly about Fogle's duties and activities in Russia. The State Department confirmed that Fogle worked as an embassy employee but would give no details about his job. The CIA declined comment.

Fogle is from Clayton, Missouri, near St. Louis. His father is an attorney for the Thompson Coburn firm, one of the largest in St. Louis.

Fogle's family declined interview requests made through a spokeswoman for the law firm.

Phil Harris, 27, of St. Louis, said he has known Fogle for about five years. He described him as a "friend of a friend," but said they had hung out together perhaps five times, most recently when they played poker and went shooting together in December.

"My first reaction was shock," Harris said of learning of Fogle's alleged involvement in spying. "He just seemed like a very normal person to me. It never seemed like he was some kind of secret agent guy."

The Russian Foreign Ministry has ordered Fogle to leave Russia immediately but his exact whereabouts were not known Wednesday. Ventrell wouldn't say if Fogle has left, citing only the "potential for reciprocity."

Despite the end of the Cold War, Russia and the United States still maintain active espionage operations against each other. Last year, several Russians were convicted in separate cases of spying for the U.S. and sentenced to lengthy prison sentences.

Taiwan short of volunteers for the military

TAIPEI, Taiwan (AP) ? A Taiwanese plan to end mandatory military service and shift to an all-volunteer force is running into a problem: Not enough volunteers.

Such forces are generally considered superior to conscripted ones, because those serving want to be there. Taiwan wants to field a leaner and meaner military of 176,000 volunteers by 2015, in place of its current compliment of 235,000 volunteers and conscripts.

But the military fell 4,000 short of its goal of 15,000 volunteers last year, and likewise was 2,000 short of its much smaller target of 4,000 in 2011.

Recruitment is proving difficult in a prosperous society that offers young people alternatives and doesn't glorify military service. Unlike in the United States, political candidates here almost never mention military service when campaigning, almost as if it were a badge of shame.

"I pretty much agree with that old Chinese saying that good people don't go into the military," said Yen Shou-cheng, 28, who manages a food shop in downtown Taipei. "I myself did just a couple of weeks of training and it was a total waste of time. There are far more important things in life than serving your country in the army ? earning good money to take care of your wife and kids, for example."

Some young people also question the need for a strong defense, because of Taiwan's rapidly improving relations and expanding trade with its once implacable foe on the Chinese mainland. Moreover, given China's growing military strength, some think resistance would be futile.

"I think Taiwan has no chance of winning in a fight against China," said Wang Yen-zhou, 19, a student at Taipei's Taiwan National University. "We are not strong enough. So fighting doesn't make sense."

Gone are the days when Taiwan could recruit soldiers with martial music and patriotic slogans about retaking the mainland. Today, hip depictions of soldiers dressed as funky cartoon characters are a dominant theme at the Keelung Street military recruiting center in the Taiwanese capital of Taipei, one of four such centers spread around this island of 23 million people.

Taiwanese defense experts say the government also needs to offer higher salaries. All-volunteer militaries may be more professional, but they're also more expensive.

"The budget to sustain the force is not enough," said Lin Chong-pin, a former deputy defense minister. "Many people believe the Ministry of Defense should rethink the entire concept."

The ministry insists it can reach its recruiting targets, though Col. Hu Zhong-shi, the deputy director of the ministry's military recruiting effort, concedes that a strong economy is making it difficult.

"In 2010, when the economy was bad, we did very well," he said. "Now that it is improving we are facing more of a challenge."

The basic salary for a voluntary recruit is around 30,000 New Taiwan dollars ($1,000) a month, with bonuses for service in combat arms ? the infantry, armor and artillery ? and for extended periods of enlistment.

Alexander Huang of Taipei's Tamkang University believes the government needs to raise defense spending from its present 2.2 percent of GDP to about 3 percent to meet the 2015 all-volunteer force goal. But that seems unlikely under President Ma Ying-jeou, who has focused on improving relations with China and sanctioned a cutback in military exercises.

The struggle to recruit worries some U.S. defense experts.

While an attack may seem unlikely, China has never renounced the use of force in its bid to bring Taiwan under its control. It has an estimated 1,500 missiles aimed at the island across the 160-kilometer- (100-mile-) wide Taiwan Strait.

William Stanton, the former head of the de facto U.S. embassy on Taiwan, told a China-wary audience in Taipei in March that declining military budgets and other signs of a weakened commitment to military readiness have left Taiwan vulnerable to Chinese attack and made it easier for mainland spies to penetrate its armed forces.

"I worry (about Taiwan)," he said, "because I sometimes think the Taiwanese people do not worry enough."

One Taiwanese proudly bucking the trend is Kung Yun-ru, 22, a recent university graduate in design. She said her family's deep-seated military tradition ? both her grandfather and uncle served in the army ? helped cement her decision to report to one of Taipei's two main recruiting depots and volunteer to become an officer in the military police.

"My motives are entirely patriotic," she said, filling out her enlistment forms with a friend. "I love Taiwan. And I'm definitely not afraid of the Chinese Communists."

But Taipei university student Zhuang Ming-zheng, 20, questioned the whole idea of military readiness: "We have good economic relations with the mainland, so there's no reason to think that an attack will ever happen."

Big U.S. data dominates market but new favorites emerging

LONDON (Reuters) - Central bank intervention, the euro zone crisis and China's rise have expanded the list of data that moves markets, but surprises in measures such as PMIs and U.S. jobs numbers still pack the biggest punch.

Eager for an early view of economic momentum, investors put extra focus on purchasing manager indexes (PMIs), especially the flash, or preliminary, numbers from China, Europe and the United States.

The crucial question for most in the current environment is not so much what the numbers say about the respective economies, but what they mean for the central bank stimulus programs around the world that have been driving asset prices.

While U.S. labor market data has always been important, it too is under even more scrutiny as unemployment and the participation rate are the key variables for the Federal Reserve's $85 billion a month bond buying program.

"In general terms there's no bigger number than the U.S. non-farm payrolls," said Henk Potts, a cross-market strategist at Barclays in London, referring to the monthly jobs data.

"The U.S. consumer is the biggest driving force in the global economy and will continue to be so for some...time."

Analysts at Societe Generale have a model to predict the reaction of the S&P 500 to non-farm payrolls and have looked at the relationship between key economic data and share prices over the last 40 years.

Quantitative strategist Sandrine Ungari said the bank has found forward-looking data has a big impact on markets and, if used correctly, can predict slumps.

"According to our experiment there is more value in looking at forward-looking PMIs and confidence indicators rather than at downstream data like growth or unemployment," she added.

CENTRAL BANK FOCUS

Inflation in big economies has always been watched due to its relevance for interest rate setting, but Japan's has topped the list since its central bank last month launched a $1.4 trillion drive to push inflation up to 2 percent.

The euro zone crisis, meanwhile, has seen markets move on data that few economists even knew existed before it began.

Monthly figures published by the European Central Bank on the amount of sovereign bonds euro zone banks hold have become a proxy for trust in the bloc's troubled members, while its data on banks' deposit bases has also become regular market movers.

And recently, as focus has turned to whether the ECB and the Bank of England will employ more unorthodox policy to ensure their record low rates pass into the real economy, the spotlight has fallen on previously unfashionable bank lending rates.

"In a normal functioning economy the broader data give you most of what you need but in an environment of uncertainty like this you have to be much more forensic," said Bill Street, head of investments, EMEA, at State Street Global Advisors.

"Things like deeper lending numbers and combing through bank balance sheets are more important than they have ever been."

CHINA'S RISE

Oil markets generally move with growth and U.S. jobs numbers, but they are also impacted by demand forecasts from institutions such as OPEC and the International Energy Agency as well as geopolitical tensions in oil pumping parts of the world.

Market players have also become more focused on Chinese data, and credit numbers in particular since lending remains the major driver of its economic momentum.

China's consumption boom makes it especially influential for commodity prices, particularly metals, but also for luxury sectors such as cars, watches and other goods. At the same time, gambling revenues in Macau show how flush some Chinese feel.

Skepticism remains about the reliability of Chinese figures, however, meaning economists triangulate the numbers with data from nearby centers like Hong Kong and Taiwan.

But despite all the new data that has garnered interest in recent years, for many investors the real must-watch data still comes from the world's top economy, the United States.

"Everyone still perceives the U.S. to be the main engine of the world economy," said Hartmann Capital trader Basil Petrides.

"European stock markets wouldn't be where they are if the U.S. stock market wasn't above 15,000. If the Chinese stock market was at that level, you wouldn't see the same kind of effect."
