Patrick V. Murphy, A Champion Of Restraint In '68 Riots, Dies At 91

The Washington Post:

Patrick V. Murphy, 91, a reform-minded law enforcement official who was nationally known for trying to defuse tensions between police and inner-city residents, and who shaped and supervised the District's efforts to deal with the historic rioting of 1968, died Dec. 16 at a hospital in Wilmington, N.C.

He had a heart attack, his son Gerard Murphy told the Associated Press.
